This is a zoom map (poorly drawn, but sufficient to get the point across) of Windmark. As a base, I've opted to break each province (or kingdom) down into eight areas. These can be further divided as per hierarchal rules, but not for the purposes of this example. Note that every area has either a port or a city. This represents the regional capitol. Some areas have the added bonus of a supply depot, while some do not. This random distribution is to encourage diversity and as a means to make some areas more desirable than others - as is the case in the real world. There will be benefits and limitations to each of these facilities, and each will allow regional ruler to raise a certain amount of troops and collect a certain amount of revenue. For example, ships can only be built in a port; therefore if a ruler wants a navy, they must control a port. Other maps will follow this to display economic and military matters.
